Save the picture on the left to work along with this tutorial. I chose this picture of Janet Jacktion because she has curly hair and cruly hair is the most difficult type of hair to create. In order to fill in the top of the head we need to expand the height of the picture. But before we do that, let's change the Background layer to be a transparent layer so the expanded area doesn't get filled in with the current background color. In the Layer Palette, double click on Background and rename it background. Using a lower case b tells us it's the original picture in a transparent layer. Continued below... |

Now we can expand the top. We do that by changing the Canvas Size. I added 85 pixels to the top so there would be plenty of room for the top of the head. Notice only the height is changed. The width is kept the same. Also note the image is centered horizontally but not vertically. Right click on the background layer and select New Raster Layer to create a new raster layer. Name the new layer b for backdrop. Move the new b layer below the background layer. Select a dark blue color from the background layer and Flood Fill the b layer with this color. Using the most dominate color now (usually the darkest shade) makes blending easier later. You should have a picture similar to the one on the left.
